How to publish Open Access articles
The Norwegian authorities require that all publicly funded articles should be openly available by 2024. Articles from projects funded by the Research Council of Norway (RCN) and the European Commission (EC) must be made available immediately upon publication.

Please find information below on how to comply with different funder’s requirements for Open Access publishing of articles.
Note – Plan S requirements apply to projects with funding from RCN or EC based on calls in 2021 and onwards. For RCN projects from before 2021: See category “Other public funder”.

How to comply
Plan S requirements apply! Be sure to follow the steps described below.
Check NSD’s publication channel register: Your chosen journal must be approved as level 1 or 2.
Check Journal Checker Tool: Enter Journal, Funder, and Institution to see the publishing options approved by Plan S.
Three routes to comply with Plan S:
- Gold Open Access – publish OA in a full OA journal, registered in DOAJ. The preferred option!
- Hybrid Open Access – publish OA in a subscription journal in one of the publishers that UNIS has entered into Publish and Read agreements with.
- Green Open Access with Rights Retention – publish in a subscription journal. IMPORTANT: Keep your copyright and the right to immediately share the accepted manuscript version by adding this wording to the article:
This research was funded, in whole or in part, by [funding source, e.g. the RCN or EU program], [contract number]. For the purpose of open access, the author has applied a CC BY public copyright license to any Author Accepted Manuscript (AAM) version arising from this submission.
Check your chosen journal’s charge for OA publishing (Article Processing Charge, APC).
IMPORTANT: Before submitting your article to the publisher, please send the UNIS Library your publishing plan. The UNIS Library requires this information to ensure that your publication is in accordance with the funder’s requirements and to check if the criteria have been met for UNIS to cover the APC.
Please note that APC costs cannot be included in the project budgets of RCN.
The APC may be covered for you by UNIS according to these conditions:
- Corresponding and first author must state an UNIS affiliation when submitting the publication. The UNIS affiliation must also be stated on the publication itself.
- The publication must be eligible for the reporting to The Norwegian Scientific Index, specifically: The publication must be peer reviewed and present new research results based on the author’s original research.
- The journal must be registered with level 1 or 2 in NSD’s publication channel register.
- The journal must offer a Plan S compliant publishing route according to Journal Checker Tool.
- If the journal is included in one of UNIS Publish and Read agreements, the APC can be covered as part of the agreement, regardless of Gold or Hybrid publishing.
- Journals not included in a UNIS agreement: Hybrid publishing will not be covered.
- UNIS covers Gold Open Access (journal indexed in DOAJ) up to NOK 30 000. If the APC exceeds this, the author will have to cover the excess amount.
If there’s an invoice: Send to invoice@unis.no. Invoice must be addressed to UNIS. Please use invoice reference UNIS Library when possible.
Always choose the CC BY license unless you need a more restrictive license for your work. Use of another license must be explicitly justified by the funder.
If not Open Access: Keep your accepted manuscript version.
Register your article in the Cristin/National research archive (NVA) immediately after publication:
- If the article is published Open Access, upload the published version of the article.
- If the article isn’t published Open Access, upload accepted manuscript version (see route 3 above).
- If the article is based on a project published by the Research Council of Norway, be sure to register the six-digit contract number in the Cristin/NVA record.
OTHER PUBLIC FUNDER (including UNIS internal funding)
How to comply
The Norwegian Government’s guidelines apply! Be sure to follow the steps described below.
Check NSD’s publication channel register: Your chosen journal must be approved as level 1 or 2.
Three routes to comply with the governmental guidelines:
- Gold Open Access – publish OA in a full OA journal, registered in DOAJ. The preferred option!
- Hybrid Open Access – publish OA in a subscription journal in one of the publishers that UNIS has entered into Publish and Read agreements with.
- Green Open Access – publish in a subscription journal and share the accepted manuscript according to the publisher’s policies. Note: UNIS authors must consider publishing articles in Gold journals over subscription and choose Gold journals whenever scientifically justifiable.

How to publish
The following applies to publications based solely on private funding.
Check your project contract for details regarding publishing.
Check NSD’s publication channel register: Your chosen journal should be approved as level 1 or 2.
UNIS recommends publishing Open Access even though research funded by private funds are subject to no national or international requirements.
Alternatives for publishing:
- Gold Open Access – publish OA in a full OA journal.
- Hybrid Open Access – publish OA in a subscription journal in one of the publishers that UNIS has entered into Publish and Read agreements with.
- Green Open Access – publish in a subscription journal and share the accepted manuscript according to the publisher’s policies.
Check your chosen journals charge for OA publishing (Article Processing Charge, APC).
